A school district in upstate New York has suspended its plan to introduce Sally, a US$58,000 (RM236,930) artificial intelligence robot designed to assist with classroom instruction, following an eruption of public criticism that highlighted uncomfortable questions about technology, ethics and the appropriate role of innovation in education. The Salamanca City Central School District, which serves approximately 1,400 students on the Allegany Reservation in Seneca Nation territory roughly an hour south of Buffalo, had invested considerable time and resources developing Sally with input from student government representatives who shaped nearly every detail of the robot's appearance and personality.
The humanoid machine was intended to present as a female between 16 and 24 years old, with pale silicone skin, long dark hair and thin eyebrows, designed to embody a lighthearted, positive and humble demeanor. Notably, it was programmed with knowledge of local history, including details about the Kinzua Dam's significance to the region. District superintendent Mark Beehler had presented Sally as an innovative solution to educational equity, arguing that students in Salamanca faced technological disadvantages compared to peers elsewhere. Yet within weeks of the announcement, the initiative faced what Beehler himself acknowledged as intense scrutiny and opposition from multiple quarters.
The reversal came swiftly after New York's state education commissioner, Betty A. Rosa, expressed formal reservations about the programme on July 24. In a letter to Beehler obtained by The New York Times, Rosa outlined concerns regarding the potential for humanoid robots to blur the line between educational support and classroom instruction roles traditionally held by teachers. She committed the state's education department to monitoring the initiative for instructional, legal, privacy and security implications, signalling regulatory wariness about precedent-setting decisions involving AI in schools.
However, the state's intervention merely formalised concerns that had already mobilised teachers' unions and parent groups. The criticism intensified considerably when the origin of Sally's manufacturer came into sharper focus. Realbotix, the company producing Sally, operates alongside a sibling enterprise that manufactures AI-powered sex dolls marketed under names such as Serenity and Harmony, explicitly branded as advanced sex robots. Although Realbotix issued a statement asserting that "no adult-products business has any involvement in the Salamanca project" and that it supported the district's decision to pause the rollout, the reputational association proved difficult to overcome.
Melinda Person, president of New York State United Teachers, the statewide educators' union, encapsulated the broader sentiment when she stated that "a robot built by a company associated with sex dolls has no business in our classrooms." This framing exposed the vulnerability of a well-intentioned technological initiative to negative publicity rooted in corporate structure rather than the pedagogical qualities of the product itself. The controversy reflects deeper American anxieties about AI integration into education, particularly the fear that introducing robots might undermine the human relationships fundamental to effective teaching and learning.
Beehler had attempted to deflect such concerns during a school board meeting, noting that the outcry appeared disproportionate to the actual capabilities Sally would provide. He suggested that news coverage had spread misinformation and that some of the intensity stemmed from Sally's human appearance rather than substantive flaws in the educational approach. He noted that students themselves had opted for a full-bodied humanoid design rather than a disembodied head, which was originally considered, because they found the latter option "freaking creepy." The superintendent also demonstrated a computer-based prototype of Sally responding to hypothetical student scenarios—including one involving suicidal ideation, where Sally appropriately suggested alerting an adult—and addressing chemistry questions with brief explanations.
Yet Beehler's defence failed to overcome the convergence of multiple objections. Teachers feared potential displacement of their instructional roles, parents worried about data privacy and surveillance implications, and the broader public recoiled from the image of a lifelike robot mediating between students and education. The Salamanca initiative had inadvertently become a flashpoint for larger debates playing out across American schools regarding the appropriate pace and scope of technological adoption. While school districts nationwide have begun experimenting with chatbots and AI-powered administrative tools, few if any had attempted to introduce a physically embodied humanoid robot into classrooms, making Sally's rollout genuinely novel and therefore exceptionally vulnerable to scrutiny.
The district's response acknowledged these concerns through its statement on July 24, indicating commitment to developing "enhanced student data privacy agreements" with the New York State Education Department. Officials emphasised that "ensuring appropriate privacy protections are in place and incorporating input from our community are important parts of the process," suggesting a path toward eventual reconsideration rather than permanent abandonment. This framing allows the district to retreat without losing face whilst signalling openness to future technological initiatives framed around community consensus and robust privacy safeguards.
The Sally episode offers instructive lessons relevant to technology adoption in Southeast Asian schools, where pressures for modernisation and digital transformation run high. Malaysian and regional educators might observe that innovation in classrooms succeeds not merely through technological capability or cost-benefit analysis, but through careful attention to stakeholder concerns, institutional trust and perceived legitimacy of manufacturers. The corporate pedigree of technology providers matters to communities, as does transparency about data handling and privacy protection. Furthermore, the importance of human-centred design principles—literally in Sally's case, but more broadly in educational technology generally—cannot be overstated.
For policymakers across the region considering AI integration into schools, the Salamanca experience underscores that public buy-in requires more than enthusiasm from administrators. Teachers' unions deserve substantive voice in decisions affecting their roles, parents require credible assurances about data protection and student privacy, and the broader community must understand why a particular technological solution addresses genuine educational needs rather than simply representing innovation for its own sake. The measure of success in educational technology adoption ultimately hinges not on the sophistication of the machinery, but on whether schools maintain authentic human connections between educators and students whilst leveraging technology as a genuine complement rather than substitute for teaching.
Beehler's lament that Salamanca City had not anticipated the intense spotlight it would attract reflects a perhaps naive faith in the technical merits of the Sally programme to speak for themselves. Yet effective governance of educational technology requires precisely the kind of deliberate community engagement and transparent dialogue that the district was forced to undertake—albeit belatedly—once controversy erupted. Whether Sally ever arrives in Salamanca classrooms remains uncertain, but the public conversation generated has clarified the boundaries within which technological innovation in schools must operate if it is to earn genuine legitimacy.
