Singapore is rolling out a pair of technological breakthroughs in its battle against drug abuse, reflecting growing concerns about rising consumption across the Asia-Pacific region. At the CNB Workplan Seminar 2026, held at the Singapore Expo on July 22, authorities showcased an innovative hair-scanning device capable of detecting drug use in under sixty seconds—a capability that officials claim is unmatched globally and represents a fundamental shift in how law enforcement approaches initial screening procedures.
The hair scanner, about the size of a laptop mouse and developed in-house by the Home Team Science and Technology Agency (HTX), operates on spectroscopy principles, analysing the wavelengths of light absorbed or reflected by hair strands to identify traces of drug metabolites. Unlike traditional testing methods, the device requires no hair samples to be cut, making it non-invasive and reducing the psychological barriers some individuals might face during routine screening. Forensic scientist Ong Sheau Wei from HTX's Forensic Centre of Expertise emphasised that Singapore appears to be pioneering this specific application globally, underscoring the nation's investment in cutting-edge detection capabilities.
Complementing the hardware innovation is NarcoNet, an artificial intelligence platform jointly developed by the CNB and HTX that promises to reshape investigative workflows. The system operates by automating much of the labour-intensive manual work that characterises traditional drug investigations. By accessing mobile phone data and analysing chat logs across multiple languages, NarcoNet can rapidly identify incriminating evidence—photographs, transaction records, and conversations indicating drug dealing—that might otherwise require weeks of painstaking review. Most significantly, the platform can instantaneously generate statements of fact that previously consumed hours of an investigator's time, streamlining case preparation and allowing officers to redirect their efforts towards more complex investigative layers.
The deployment of NarcoNet is scheduled for completion by the end of July, while a separate innovation, the Next Generation Reporting Centre, was already rolled out on July 1 at Tanglin Police Division. This facility automates the collection and handling of urine samples for drug testing, reducing direct officer contact with biological materials and enhancing both hygiene standards and operational efficiency. Together, these three technological interventions represent a comprehensive modernisation of Singapore's drug enforcement apparatus, from initial detection through case documentation.
However, technological solutions alone cannot address the scale of the drug problem authorities are confronting. Senior Minister of State for Home Affairs Sim Ann highlighted sobering global statistics during her opening address, noting that 331 million people aged 15 to 64 consumed drugs over the past twelve months—a staggering 34 percent increase over the preceding decade. The regional situation appears even more dire: East and Southeast Asia saw methamphetamine seizures totalling 349 tonnes in recent reporting, representing a 48 percent jump from the 236 tonnes captured in 2024. These figures underscore how technological innovation, while valuable, must operate within a broader enforcement and prevention framework.
Singapore's own enforcement data reflects the persistent challenge. The CNB dismantled 25 drug syndicates during 2025 and seized drugs valued at over 23 million Singapore dollars, yet new cases continue emerging. Of the 1,188 individuals arrested as first-time drug abusers in 2025, precisely half were under thirty years old—a demographic breakdown that has prompted particular alarm among policymakers. Sim's characterisation of drug abusers as children, students, neighbours, and friends rather than abstract statistics signals an important rhetorical shift in how Singapore frames its drug problem. This personalisation of the issue reflects recognition that technological solutions and enforcement operations, however sophisticated, operate within communities where social and familial bonds ultimately determine preventive outcomes. Dr Chew Tuan Chiong, vice chairman of the National Council Against Drug Abuse, articulated this preventive philosophy more explicitly, emphasising that contemporary young people possess sophisticated knowledge about drugs acquired through digital networks and peer interaction. Parents, according to Chew, must therefore invest effort in understanding drug prevention strategies and maintaining substantive conversations with their children about substance risks.
