The deployment of 30 artificial reef structures, positioned approximately 4.6 nautical miles off the Tok Bali Jetty, represents a dual-purpose strategy that reflects growing recognition among Southeast Asian fisheries managers that environmental protection and socioeconomic equity for coastal communities must advance together.

According to Kelantan Fisheries Department director Ismail Ibrahim, the submerged structures serve as both ecological sanctuaries and physical deterrents. By creating underwater obstacles that snag fishing equipment when trawled, the reefs effectively create no-go zones for the large commercial vessels that have historically displaced smaller boats in shared waters.
